Korana salgını dolayısıyla eve kapandığımız günlerde bol bol hatıra kitapları okuyorum. Bunlardan biri de Tahsin Paşa’nın Yıldız Hatıraları‘dır (İz yayıncılık, 2015). Tahsin Paşa (1859-1930) Sultan Abdülhamid’in Mabeyn başkatibi olarak on beş yıla yakın görev yapmış önemli bir Osmanlı bürokratıdır. Mabeyn başkatipliğinin bugünkü karşılığı Cumhurbaşkanlığı genel sekreterliği ve özel kalem müdürlüğüdür. Bu görevi Sultan Abdülhamid’in en yakınında on beş sene boyunca bulunan Tahsin Paşa’nın pek çok önemli hadiseye şahit olduğu anlaşılıyor. Paşa bunlardan kendince gerekli gördüklerini 500 sayfalık kitabında anlatmaktadır.

TRT’nin popüler yapımlarından Payitaht Abdülhamid dizisinde Tahsin Paşa rolünü Bahadır Yenişehirlioğlu canlandırmaktadır. Kitabı bitirince dizideki bu vakarlı, temiz yüzlü aktörün başarıyla canlandırdığı Tahsin Paşa tipinin gerçeğe uygun olduğunu düşündüm.

ERMENİ SUİKASTI
Uzun saltanat döneminde Abdülhamid’i halk seviyorsa da okumuş yazmışların çoğu sevmiyordu. Padişah Osmanlı’nın iyice zayıfladığı son dönemlerde geniş topraklarını koruyabilmek için koyu bir istibdat rejimi uygulamıştır. Bundan bıkan Türk aydınları içinde padişahı öldürmek için yapılan Ermeni suikastini alkışlayanlar bile çıktı. Meşhur şair Tevfik Fikret “Ey şanlı avcı!” dediği suikastçıya “Attın…Fakat ne yazık, yazıklar ki vurmadın!..” diyerek üzüntüsünü belirtir.

Tahsin paşa kitabında 1905’te Abdülhamid’e yapılan bu Ermeni suikasdine çok geniş yer ayırır. Padişahın her Cuma gittiği camiden ayrılınca geçeceği yol kenarına park edilen bir at arabasına yerleştirilen bomba patlamış ve pek çok masum insan ölmüştür. Asıl amaç padişahı öldürmekti. Önceden defalarca keşif yapılmış ve saatli bomba ona göre ayarlanmıştı. Fakat o gün padişah cami çıkışında şeyhülislamla ayaküstü birkaç dakika görüşürken, bu sırada dakikası gelen bomba şiddetle patlamıştı. Padişah patlama yerine henüz gelmediği için kurtuldu. Tahsin Paşa suikasdin sebebini, hazırlanışını, kimler tarafından yapıldığını ve sonucunu en ince ayrıntısına kadar belgeleriyle anlatmıştır.

AHLAK ZAFİYETİ
Tahsin Paşa on beş yıllık görevi sırasında bütün Osmanlı bürokrasisini çok yakından tanıma imkanı buldu. Kendisinin dürüst biri olduğu anlaşılıyor. Mal mülk sahibi olmayışı bunun göstergesidir.

Beni hayrete düşüren, saraydaki ve hükümet kadrolarındaki insanların pek çoğunun ahlak zafiyetleridir. Yalan, rüşvet, yaltaklanma, göze girmek ve mevki elde etmek için çevrilen dolaplar insanı tiksindirecek derecededir. Bütün bunlar daha çok zengin olmak, özellikle de iyi bir mevkiye gelebilmek içindir. Hubb-i cah yani makam sevgisi denen bu son derece kötü hasletin bürokratlar arasında çok yaygın olduğu görülür.

Sultan Hamid evhamlı bir yaratılışa sahipti. Tahsin Paşa onun daha vehimli ve şüpheci olmasına yol açanların, çevresindeki çıkarcı kimseler olduğunu özellikle belirtir. Osmanlı’nın yıkılışındaki önemli sebeplerden birinin, yönetimin çeşitli kademlerindeki insan malzemesinin ahlak düşüklüğü içinde olmasıdır denebilir.
